Not all the issues will pop-up; some of them will be only displayed if your nation fill some requirements. For example: If you have a private sector, you will get issues related to private sectors (like Car industry) but you wil not get this one. By the other hand, you will eventually get this one if you made the private sector illegal.... but you will be missing a lot of other issues.
